Ideally all clients in game can automatically use the mod menu upon spawn, they just dont have access to the host menu. I couldnt get client verification working on this game entirely for mp, so because of this the host menu is locked behind a blank menu option with button combo activation to get to it, the host menu will only open for the host, even if the non host players knew the button combo to get to the host menu they cant since i was able to make verification to tell who is host and not host, and that's as far as verification got.
This is a SP + MP GSC Mod menu, the sp side has a cfg menu as well, the mp side has a very in depth cfg based mod menu infection you can use on yourself or somebody can infect them selves with.
